Sencer İmer was born in Ankara in 1942. His full name is Celalettin Sencer İmer. After completing primary, secondary and high school in Ankara, he went to Berlin in Germany in 1960 for university education with a state scholarship. He graduated from Berlin Technical University in 1965 as a metallurgical engineer. He completed his PhD study in 1868. In 1973, he became an associate professor of Metallurgy at the Technical University of Berlin and a professor in 2004.
He worked as a researcher and lecturer at Berlin Technical University between 1973 and 1982. Between 1982 and 1992, he served as a consultant at the State Planning Organization as a UN expert and provided consultancy to various ministers.
He worked as a board member and deputy chairman of Erdemir, asil-steel and Türkiye Demir ve Çelik İşletmeleri A.Ş. (TDÇİ) and between 1989 and 1992, he was the general manager of TDÇİ. Since 1992, he has been a lecturer of Ankara University, Faculty of Science. He also gives Turkish economy and comparative economics courses at the international relations departments of Hacettepe and TOBB Universities.
Since 1995, he has been a founding member and board member of Kardemir. He is the founder and board member of the Turkish-German vocational education foundation Meksa, which he chaired for 10 years. He holds a first-degree German State Order of Service.
Between 2009 and 2013, Sencer İmer served as the dean of the AKSARAY University, Faculty of Economics and Administrative Sciences.
He is currently the Chairman of the Board of the Anka Institute.
Sencer İmer is married and has 3 children.
